A new bill filed by State Sen. Burgin seeks to cap costs in disciplinary actions by the North Carolina State Board of Chiropractic Examiners and improve transparency in board meetings, according to the North Carolina State Senate.
The bill, filed as SB 425 on March 24 during the 2025 regular session, was formally listed with the short title: ‘Chiropractic Abuse of Costs.’

In essence, this bill seeks to limit the costs that the North Carolina State Board of Chiropractic Examiners can charge in disciplinary actions. If a licensee is found in violation and the action results in a non-exoneration, the total cumulative costs, including attorneys’ fees and meeting costs, are capped at $2,000. Any agreement for higher costs is void. Additionally, the bill mandates full and accurate minutes of all board meetings, including summaries of reports and public comments. Draft minutes must be published within 15 business days. The act becomes effective Oct. 1, 2025, and applies to actions from that date.

Bills in North Carolina follow a multi-step process before becoming law. A lawmaker starts by filing a bill, which is assigned to a committee for review. The bill must be read three times in each chamber. If one chamber changes the bill after the other passes it, both must agree on the final version.
