A new bill filed by State Rep. Robert T. Reives, II seeks to support public projects in Siler City and Pittsboro through state funding, according to the North Carolina State House.
The bill, filed as HB 533 on March 26 during the 2025 regular session, was formally listed with the short title: ‘Funds/Various Public Projects in Chatham Co.’
The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.
In essence, this bill allocates a total of $27.85 million from the General Fund for the 2025-26 fiscal year to support public projects in Siler City and Pittsboro, North Carolina, with an effective date of July 1, 2025. In Siler City, $2.45 million is designated for the Downtown Streetscape Project, including $2 million for underground power lines and sidewalk widening, and $450,000 for design plans and a main street coordinator. Another $10.4 million is set for a new recreational facility and improvements at Bray Soccer Stadium. Additionally, $5 million is allocated for a new fire station. Pittsboro will receive $10 million, with $7 million earmarked for a new fire station, $1.8 million for a ladder truck, and $1.2 million for a fire engine.
Reives proposed another 17 bills during the 2025 regular session.
Bills in North Carolina follow a multi-step process before becoming law. A lawmaker starts by filing a bill, which is assigned to a committee for review. The bill must be read three times in each chamber. If one chamber changes the bill after the other passes it, both must agree on the final version. Once both chambers approve the same bill, it goes to the governor, who has 10 days (or 30 if the legislature is not in session) to sign, veto, or let it become law without a signature.

Reives, a Democrat, was elected to the North Carolina State House in 2014 to represent the state’s 54th House district, replacing previous state representative Deb McManus.
